The CCAT in San Diego is soliciting technology in focus areas representing some of the more critical needs that face the nation’s first responder agencies. These are also areas in which a number of MedTech-IQ companies and academic researchers have developed significant expertise. This may be a good opportunity for partnership. Let us know if we can be of assistance at MedTech-IQ.

The topics are:

1. Automated Situational Awareness

o Comprehensive real-time knowledge of critical information during major incidents
2. Crisis Decision Support Software
o Software capability to help decision-makers rapidly reach optimal decisions in high stress, dynamic, changing, and multiple distraction environments. 3. Automated Personnel Location
o Real time 3D location of first responder personnel during critical incidents
4. Resource/Asset Management
o Tools to allow incident managers to determine, track, deploy, and manage assets belonging to multiple agencies during a critical incident
5. Through Wall Human Detection
o Small handheld systems for detection of human presence behind doors and walls during fire rescue and law enforcement pursuit scenarios
6. Unmanned Ground Systems
o Unmanned systems that can assist in search, rescue, and law enforcement scenarios

Awards and Services
The primary service to be provided to selected applicants by the SDSU 1401 Project team is the introduction of their technology for test and evaluation by one or more first responder agencies.... The 1401 Project staff with support from the first responder community will conduct the independent assessment of technical performance, prepare the findings, and issue a summary report with recommendations.

... Awards and services, depending on the availability of project funding, include one or more of the following: in-depth market studies, business and commercialization planning services, mentoring, access to venture and angel investment capital, and other business development services. In addition, small grants (up to $40,000) may be awarded to support technology integration, adaptation, or other modest modifications to facilitate a more effective test and evaluation and/or to make the product more suitable for transition...

... results of the beta tests/demonstrations will be captured in a final report to include first responder comments and recommendations; definition of any technical issues; identity of gaps to transition such as capital resource needs of the company, etc. The report will be provided to the 1401 Program sponsors, the participating first responder agencies and the company....
