"Telemed Links at Qubec" as a model for Urban-Rural Link in USA ?

The "Qubech" model is interesting, linking the whole province in project. It is unlikely that such large scale integration is a "good fit' in USA, outside of such similar 'remote' states like NM or SD . For Virginia, I would think one or more of the "success models" that already exists with a "geographically near urban-rural' model is a better fit.

Particularly if you want to integrate issues for coastal state.
