The Collaborative Technology Alliance (CTA) will bring together government, industry and academia with the objective of performing " foundational research on network science, leading to a fundamental understanding of the interplay among the social/cognitive, information, and communication networks. This research should lead to insights on how processes and parameters in one network affect and are affected by those in other networks...To achieve these objectives the CTA is expected to advance fundamental science and technology in several key areas of network science with combinations of multidisciplinary concepts using the modern research triad of theory, computation, and experimentation." The announcement is based on the 2005 National Academy of Sciences report, "Network Science", http://www.nap.edu/catalog.php?record_id=11516 .

The CTA will consist of two components: (1) Fundamental research, and (2) Technology Transition. There will be two award vehicles: 1) a Cooperative Agreement for Fundamental Research; and 2) a Procurement Contract for Technology Transition. Profit/Fee is not permitted under the cooperative agreement. Profit/Fee will be permitted under the procurement contract..

The vehicles will be awarded to a Consortium consisting of four Principal Members. A cooperative agreement will be awarded to the execution of three research areas of interest: 1) Social/Cognitive Networks, 2) Information Networks, and 3) Communication Networks. Each of these three research areas will be led by an academic institution referred to as an Academic Research Center (ARC). The procurement contract will be awarded to the fourth Principal Member, which will lead the IRC (Integration Research Center).

Each of the ARCs and the IRC are required to include an HBCU/MI (Historically Black College or University/Minority Institution) as the Principal or as a General Member. At least 10% of the funding must be allocated to HBCU/MI Member(s).

The fourth Prinicipal Member, representing the Integration Research Center (IRC), will be focused on implementing integrated theory, computation, and experimentation on the interplay complex networks through an applied research program. As such, the IRC will perform not only applied research, but will also execute the management and technology transition responsibilities of the CTA . The Principal Member for IRC may be an academic, non-profit, or industrial concern, and will be the Lead of the Consortium.

Proposals will address only one of the three ARCs or the IRC. Awards will be for a period of five years, with one optional five-year extension.

It is worthy of note that the IRC will have to host a world-class virtual research center that must provide a distributed multi-user experimentation environment that can be accessed by all members from their home locations, as well as a NS CTA Facility for integration research, essential collaborations, and test-bed operations. This will require high speed networking capabilities to Army laboratories and the academic research partners
