Yes indeed. I remember it well. 22 November 1989 (10:15 AM). My first of six Congressional testimonies. Waxing poetic on the sorry state of Federal preparedness and response to disasters (this was just after both the catastrophic earthquakes in Armenia and San Francisco (Loma Prieta or "World Series" quake). If I had to give the same testimony today, there would be very little that I would change. Sad. But true. But it was the first real break in my "disastrous" career:

As you can see, a youthful, thinner Dr Noji. Definitely with more hair on his head! Looks better on "Firefox" (the video, not me).
