WHO Essential Health Technologies and the Global Healthcare Workforce Crisis

I am not yet sure of the breadth of experience of the group on International Health and Humanitarian Assistance so please forgive me if you are all aware of these two sites and their main issues:
http://www.who.int/eht/en/
http://www.who.int/workforcealliance/en/

If anyone is not, they are worth taking a long look at. The first outlines the WHO efforts in supporting the development and integration of new technology in the healthcare systems of the developing world. There are a number of content areas. The most detailed and for me the most interesting area is Essential and Emergency Surgical Care. The Handbook for Surgical Care at the District Hospital is a very comprehensive manual. It describes very clearly the environment and limitations experienced in healthcare in the developing world.
The second site deals with issue of the Global Health Workforce Crisis. I am wedded to the idea that modern technology has a vital role in mitigating the the crisis in healthcare workers in the developing world and am happy to expand the debate with anyone interested
