Colleagues,
Two of the most accomplished authors in
Triple Helix ...
Academic, Industry, Government ... technology transfer strategy are
Eric Campbell, PhD, Director of Research, Mongan Institute for Health Policy, Massachusetts General Hospital & Harvard Medical School, and
Joshua Powers, Ph.D, Chair, Department of Educational Leadership, Indiana State University
In a recent article from
Inside Higher Ed ...
"Fixing Technology Transfer" ... they make a set of provocative arguments I agree with. They involve 3 initiatives:
1. Streamlining the licensing process to establish standardized license agreements with small royalty returns and only the elements that have been historically contentious with industry.
2. Establishing regional consortia of Technology Transfer offices built around universities with demonstrated expertise, experience and staff.
3. Allowing industry to own or co-own Academic patents with appropriate safeguards for technology development performance milestones and academic rights to technology for research purposes?
These initiatives will accelerate the technology transfer process, buttress regional economic development, and shift economic risks & rewards towards industry ... which is better suited to manage them.
It is in times of stress, like these, that we are most willing to consider change. Perhaps, this is a good time to modernize and update our approach to technology transfer ...
