VA Seeks Sources for Community Coordinators for Virtual Lifetime Electronic Record (VLER)

VA and the Department of Defense (DoD) have been partnering to meet the President's April 09, 2009 mandate that "Both Departments [VA and DoD] will work together to define and build a system that will ultimately contain administrative and medical information from the day an individual enters military service throughout their military career, and after they leave the military." The VLER Health Communities Initiative is the first necessary step for the implementation and refinement of VLER. VA and DOD have just selected the first VLER Health Community and will be selecting an additional 2 - 4 communities in the next couple of months and intends to select a total of 3 - 6 communities to begin implementation this fiscal year...

A VLER Health Community Coordinator will be located at each of the selected communities, and will be responsible for the following tasks:
" Establish local points of contact within each of the interested agencies and with potential health information exchange participants ... ;
" Communicate mission, scope and timelines of the NHIN and VLER efforts as well as those efforts that develop from local community interest and from other Federal agencies;
" Apply lessons learned from previous health information exchange initiatives, such as the San Diego project, a VA and Kaiser Permanente Initiative currently underway to accelerate the pace of health information exchange consistent with the NHIN and VLER missions;
" Work collaboratively with the Health IT Extension Centers to foster electronic health record (EHR)-adoption in the local community;
" Collaborate in meetings to develop local initiatives related to health information exchange.
The contractor shall have the capacity to provide key personnel with experience and knowledge in the following areas:
" Health Care Systems and Health Information Exchange ...
" Communications, Marketing, and Education Practices ...
" Demonstrated ability to execute a project plan using established processes; ability to create and deliver formal presentations to VA management and executive leadership and VA stakeholders...;
The expected period of performance is to begin in February 2010 with the first community coordinator ... A firm fixed price arrangement is planned. The contract period of performance is anticipated to be for up to 3 years pending availability of funds...
